    Ross, I do suppose that the letter being sent out to 5,500 addresses does not claim that this provident society will own the Port, as it could have legal consequences if it did.
    It could either mean having inside information and using it to gain financial or other interests in an unfair manner, or, leading people to believe something that has not at all been decided by the competent ministry so as to get them to pay up money.
