  I would like to see something along these lines. Certainly if you're converting, say, a two storey house into two self contained flats. A law like that would possibly have stopped all of such said developments.
  
  I honestly believe that the buy to let brigade have caused more damage to the housing stock around here than Hitler's bombs ever did (they hit a few houses in this street).
