I have had a reply from Kent Highways about the email I sent them - here is their reply:
Dear Councillor Walkden
Thank you for your email regarding various issues in the area of Jubilee roundabout to Samphire Hoe.
To enable your enquiries to be logged and allocated to the appropriate teams, please can you provide as much of the following information as possible which we allow our teams to locate the faults more quickly and ascertain the nature of the faults. Can you include name of the road or roads which start from Jubilee roundabout and end at Samphire.
Precise location of the damaged barriers.
Precise location of the damaged brickwork and the type of structure the brickwork is part of, for example a retaining wall.
Precise location of damaged signs, the type of signs and how they are damaged. For example, close to road junction with Jubilee roundabout, heading away from the roundabout, 50 mph speed limit sign which is bent but the post its attached to isn't damaged.
Precise location of the notice boards and the type of notice board. For example, close to Jubilee roundabout, heading towards the roundabout, a rectangular directional notice board.
Precise location of roadsworks signs.
Precise location of sandbags and whether they are causing an obstruction to pedestrians or road users.
The issue you have raised with the seagulls and litter is the responsibility of Dover District Council. I have forwarded this email to them so that these issues can be addressed.
So, does anyone have the time to go along and find these "precise" locations ?

I will send back an answer, saying these will be looked at and precise locations determined - at least they'll attend to them if they know precisely where they are.
