It's how things work at parish/town level - at the regular 4 yearly election if there are fewer nominated candidates than vacancies then they are all elected automatically. Qualifying persons can then be co-opted at the next meeting to fill the vacancies on a majority vote of elected councillors.
If a vacancy occurs during the 4 years, residents can call an election - if there is more than one nominated candidate there is an election (expensive), if there is only one candidate they are automatically elected, if there is no election call or no candidates the council can co-opt on a majority vote (and councillors will likely know well the person they are co-opting, especially as they will beholding a twisted arm behind their back!).
