  How can a warden give a ticket for illegal parking if the car has moved from the spot?

  There are two signs at the entrance to Market Square, saying no entrance between 10.00 am and 4pm, so as this was 11.00 there was no way he should have been in there.
  
  I've seen lots of cars ilegally parked in there and no one has been given a ticket, I don't really have much if any sympathy for them. It's a pedestrian precinct.
