In most cases I think the patient is to blame by expecting to walk out with a prescription every time.

And by expecting a pill for every ill, when so many conditions are self-inflicted through lifestyle choices made out of ignorance, wilfulness and a sense of entitlement. We should start with basic health education in schools, that might engender in young people a sense of responsibility for their own health and perhaps kindle the desire to become a doctor in many more people.

There are still people who believe that antibiotics can cure a cold or the flu and put their GP under pressure to prescribe, not realising they are building up a resistance and they will not work when something serious comes along.
