Chris, the blame lies with the institutional structure and the obsession of the EU fanatics to push through their federalist agenda regardless of public opinion while blatantly lying. We have a real Stalinist state being created by the EU. Elected members of the European Parliament have few real powers, the Commission is where the real power lays.
The problem with a referendum now is the reaction from certain sections of the media and the way referenda get 'directed' towards supporting either the status quo of that pushed by the government if different. Look at the history of referenda in this country. The big problem, of course, is that the media, led by the highly pro-EU BBC (they admitted their bias themselves...) will do all they can to paint the anti-EU campaigners as out-of-touch extremists, a hint of that can be seen in Brian's silly comments.
I freely admit - I want us out of this appalling organisation and it is better to get the timing and question both to meet the needs of achieving that purpose. We have all seen how the EU fiddles around subverting referenda when it suits their programme so pro-EU people cannot complain about the same being done back.
