    The point about Whitfield being one of the designated areas did not take into account one already existed at the Port Zone, Lydden Hill & even within the Port on the Western side. None of which reached capacity. As the KCC solution was a pay lorry park, there appeared no logic in putting another one in when the existing ones were never full, drivers resisted paying but more fundamentally KCC did not know the lorry parks existed!!
