  It would be more sensible to have a permanent system that diverts port traffic into separate lanes of cars and lorries long before it nears Dover, it also needs severe punishment for drivers who try to avoid that route.
  
  That would involve common sense from some bright desk bound person who has probably never visited this area of the country.
