  My guess is it's a metal pipe belonging to the War Department.

  Looks like a War Department boundary post - usually stone, but I think there is one near Ed that is a metal plate....

  I Have seen them somewhere but just can not think where at this time but I am thinking and will get back on it.It is not a pipe of any kind ,but I know it stands upright .
