    i assumed she was an overseas guest otherwise she would have known that we have a free education system for deaf children, mind you she looked about 30.

    begging is only illegal technically, a bit like dog dumping, littering, spitting, riding bikes on pavements and the rest.

    the last time i heard of the vagrancy act of 1824 being used was about 30 years ago when west ham football club joined forces with the police to arrest and prosecute ticket touts outside the ground.
