    Easy Jeanette. What Howard needs to do is travel to the National Archives in Kew and obtain a photocopy of the 1824 Vagrancy Act. Then he can have it printed off and translated into various European languages. Once he has ascertained the nationality of the beggar by getting her to point at a map of Europe, he can issue the appropriate copy. Either that or he could use sign language. Either way, I'd like to see this filmed secretly and hosted on YouTube.

    Seriously, it's a common scam as we all know, and is an offence.
