13:2393167just had a visit from a young woman that stuck a card in my face that read "i am monika, i am deaf and need help to fund my education".
she then turned the card over and it read "people usually give £.13 £.15 £.20."
i folded up with laughter, she then shrugged her shoulder and left.

15:1693176Easy Jeanette. What Howard needs to do is travel to the National Archives in Kew and obtain a photocopy of the 1824 Vagrancy Act. Then he can have it printed off and translated into various European languages. Once he has ascertained the nationality of the beggar by getting her to point at a map of Europe, he can issue the appropriate copy. Either that or he could use sign language. Either way, I'd like to see this filmed secretly and hosted on YouTube.
Seriously, it's a common scam as we all know, and is an offence.

begging is only illegal technically, a bit like dog dumping, littering, spitting, riding bikes on pavements and the rest.
the last time i heard of the vagrancy act of 1824 being used was about 30 years ago when west ham football club joined forces with the police to arrest and prosecute ticket touts outside the ground.
