    Probably when they own it, but currently they don't until CPO & legal processes are concluded.

    And they can [in theory] only use it for the purpose of the CPO.

    That deals with the point about DTIZ and a Trust, there is no scheme, no planning permissions, there is no CPO, therefore Burlington House stays in place. And the processes start again---some years in the future. You would be popular.

    But I know nothing , David. Just one of those Councillors-------
