  i see the usual stuff about town centres dying, nothing can be done etc.
  
  this is simply not true with dover, we have a much higher proportion of units than many towns.
  
  people complain about the type of outlets but this is governed by demographics.
  
  the problem is the state of the streets and surrounds, anti social behaviour is accepted readily.
  
  until the council and police agree to take action over bad behaviour then the town centre will remain an unattractive proposition for many.
