  Paul - I was not suggesting for one moment that it was cost or impact free, but David does not seem prepared or willing to accept your answer and continues to repeat the question re time and cost. One way to get that information is the way I suggested.
  
  I personally have no issue with the use of redevelopment grants etc. as it removes much of the financial burden from local tax payers and also recognises as you put it "market failure".
  
  So we are still potentially over a barrel then if that strategic block, which contains the 2 main eyesores and the frontage onto Townwall St is still to be acquired ....
