  Let's cut through all the 'council speak' jargon the problem was that basically the contractors failed to do the job properly in the first instance either accidentally or purposefully. So MacTrench of holediggers inc. return to complete the job for another fat little earner and 'bonus' payment.
  
  Why wasn't there a penalty clause ensuring that the constructors didn't get paid until the work was completed satisfactorily.Obviously it was't inspected correctly upon completion.
  
  Not that it matters it was only tax payers money the council were frittering away.
