Ironically, I don't think it is an offence to park on a pavement, but I think it is an offence to drive on it. So, the motorist actually has to be caught driving on the pavement when parking it, or driving off again. I might be wrong, but I think that's correct. British laws can be very strange sometimes! I suppose that if she moved it from the road (where she might have got a ticket for allegedly causing an obstruction) onto the pavement and obstructed the pavement, that would be another ticket!
