Network Rail own most of the stations so have to maintain them, do they pay business rates?
I would like to learn how they know the number of that people use the stations as most of the quieter ones are unmanned.

There's stations around the country with 1 service a day, 1 a week or none at all that aren't closed. None of the Kent ones wil close.
