a bit of a quandary here, should i pursue the correct course of action and make representations to environmental health up at whitfield or take the alternative course of action and get my air rifle out of the shed?

A dummy bird of prey usually works for a while, alternatively you can get CDs of various birds' distress calls. Play them loud and they keep clear.
