  If we introduced large-scale public transport running on electricity, that could reduce the traffic, together with the pollution and noise it causes.
  
  People would generally spend less on petrol too, so it would be a benefit all the way round.
  
  As for barking dogs that overdo it, the neighbourhood should inform the appropriate authorities, because if not, those dogs will just go on barking day in day out.
