    More likely the ward managers and teachers etc do not want to have to tackle all the extra paperwork involved as it will be of no actual benefit to them, there will also be the 'it's not my job' attitude.

    Genuine unforeseen medical emergencies are the only time that foreigners should possibly receive medical care for free otherwise they should pay like we would have to in their country.
