    Good landlords should not have to pay for putting bad ones right.

    We have bad/rogue landlords in the Priory part of this ward and it shouldn't be beyond our ability to not pay housing benefits direct to these known bad/rogue landlords, or put people who need accommodation into their properties until or unless they have been inspected and approved, but of course this would cost a lot of money to administer.

    DDC can't put up the council tax to pay for them, so it would need another way, perhaps involving letting agents, who know many if not all the landlords.

    It can be done, but would need some joined-up working.
