Noticed a week or so back a tent on the grassed area behind Barclays Bank in Market Square and assumed it was put up by parents for their children to amuse themselves over half term. Came out of the library earlier and there were two and a young woman clambering out of one.

As of today three tents there and they don't look very suitable for sleeping in if we get a cold snap.
The last tent city on the Roman lawn was closed down very swiftly and the area fenced off by DDC.

The third may be the one I saw pitched on the lawn outside the Gateway flats a little while back.

staying in a tent isn't that bad, it saves a shitload of the rent bill for starters

When someone has to resort to sleeping in a tent I wonder where & how they are expected to find £1,000 to pay a civil fine.
Let's not be like this or Brighton or all those other communities that seem to believe the answer to homelessness is to move the problem to someone else's patch.
It is important to remember that the vast majority of people, especially in places like Dover, are no more than 1 month's income (from whatever source) from running the risk of homelessness. We should be more understanding and compassionate.
Of course we should monitor, manage and punish professional beggars, those causing nuisance e.g. day drinkers and those shoplifting for whatever reason.

Three tents still there this morning, if people are sleeping in them they must have the very best thermal equipment otherwise they wouldn't survive.
