    They will be paying full business rates unless they are a registered charity, as for rent I suspect they have done a deal with the landlord at a nominal fee as it is better for the landlord to have someone in there than not (the landlord gets lower insurance costs, doesn't pick up the utilities bills, and doesn't pay the rates)
