    Mr Vic, no word plays from me, no cover up. You may have failed to notice it, but the Charter got zero mention in the reason for rejecting the DHB proposals, the history got no mention in the reason for rejecting the DHB proposals.

    The main reason for the rejection of the DHB proposals was that they failed to deliver an enduring and significant influence for the community in the future of the port and fincncial benefit from increases in revenue and profitability. The secondary reason given was that the main reason that DHB gave for wishing to privatise was no longer valid - T2 not being required any time soon and viable alternative ways to access the capital requirement for port development being available.
