Maybe the perpetrators have friends/relations in Folkestone Road, who have said that they can make the area just like home.
It's up to us all to report it and prevent our Town from looking like an East European slum area.
I'm sure we've all heard of the broken window syndrome ?

I thought that when this subject was approached recently we had a lot of council officers time in the area, and the residents put two fingers up?
Is there anything more being done on this score?

i pass that spot often on my way to morrison's and it has been getting steadily worse, broken window syndrome as roger points out. the pity of it is that dour street is very tidy otherwise with most of the houses having very attractive front gardens.

Every week I am taking photos and sending them to Waste Services and Environmental Health. I am constantly requesting that certain actrion is taken against these people.
Almost every week, they (DDC waste services) are visitng houses along the Folkestone Road (and I'm sure, other roads too) with an interpreter advising/telling these people what they must do with their waste. Do they take any notice ? Do they heck.
The amount of rubbish that is generated can't possibly be made by a normal number of people in a household and I have suggested that they are visited without any prior notice and check out the living quarters. Private Rented Housing are on the case(s) too.
It will only stop when the residents and/or landlords are hit in the pocket; they all know what they should do, but they just won't do it.

I wonder if those bins were (over) filled by others. We don't have Romany Gypsies there as well do we ?
Isn't that by the osteopath practice, near that little green triangle ?
