    I tend to agree especially if/when mobile catering outlets appear along the sides of the pier. But who will enforce the ban? Nobody does at the moment. So how to control access? Perhaps a turnstile with a side gate for wheelchairs and mobility scooters etc? Or Port of Dover Police issuing fixed penalty notices to offenders perhaps? The offence of riding a bike on the pavement is punishable by an on-the-spot fine, a fixed penalty notice of £30. This is charged under Schedule 3 and Section 51 of the Road Traffic Offenders Act 1988.
