The important thing about transitioning people from homelessness is to get them back into being part of the greater society.
When John Bird founded the Big Issue he hoped that it would start the homeless communicating with others as well as providing a means of 'earning' which would increase their self-esteem.
With the Dover homeless shelter I can only presume the the beds will be provided with televisions so that the homeless, like so many others locally, can spend the morning under the duvet watching Jeremy Kyle?
