DDC have an incredible knack for building white elephants. If it had been built in town at least the building could have been repurposed rather than languishing the wastelands of Whitfield.

As Reagan said in his inaugural address, perhaps "Government is not the solution to our problem, government is the problem."?
For Government read DDC.
Just empty the bins, charge a minimum in Council Tax and leave people alone.
Every single big ticket item planned by DDC in my experience over 40 years in the district has been an unmitigated disaster.
Just as a successful Dover businessman is someone who hasn't quite gone bankrupt yet, so, the excuse has always been, from investment in Icelandic Banks, through the White Cliffs Experience, to the farce of buying the Coop to set up the Stembrook shanty town 'we haven't actually lost any money on this'!
There's loads of stuff they could actually do, but it involves reading stuff, processing information, and is unlikely to lead to a picture on the front page of the Dover Express cutting a ribbon.
BTW, anyone know where the guy who used to run East Kent Housing has resurfaced?

Another interesting question is what are millions of 'reserves' ,held at historically low interest rates, to be used for other than a situation like this?
Surely they can't be hanging on for thermo nuclear war?
