  To be fair to the staff in the shops you mention, staffing levels and rotas are not their decision but are often dictated by regional management or head office.
  
  The staff in both shops try their best often in the face of low staffing levels and rude or impatient customers (not you of course Sue).
  
  I suspect that few or none of the people you saw outside B&M were actually homeless, rather they were begging for their fix
