Just spotted this one and it doesn't say who is paying for this, normally it would be Town or District Council.

A whole expanse of car park and the building is going on the grass.
And public toilets, that will make some on here happy. Are the nearby toilets closing?

Fooled me seeing DTC as a consultee, overall I rather like the idea especially as the toilets will be staffed all day. Wonder how much it will cost.

Seems like a good idea to me. I wonder who the community use will be aimed at, I notice there is a kitchenette area.
Some interesting points raised by The Dover Society.

This is the new toilets and meeting block being built in collaboration with/for Dover Community Association.
Once built the existing toilets will close allowing the space to be incorporated into Biggin Hall giving much needed additional space in the town centre for community groups etc.
