    Councils opposed as control taken away from them so they all feel a little less 'important'.

    Teacher's opposed as individual contracts will make it easier to sack a crap teacher and reward a good teacher + will be able to hire 'untrained' teachers (like the excellent ones who taught me at my Grammar School in the sixties) who have not wasted part of their life doing PGSE, soaking up unproved lefty clap-trap on teaching methods + pedagogy (whatever that might be when it's at home).
