Probably 15 years ago, when my daughter was at St.Mary's school in Laureston Place, I would drive her in but park on Durham Hill so we would avoid the school traffic congestion a bit, and give us both a little walk to bump start out lungs and brains (!). Whichever route we chose to take past pencester gardens, we would generally encounter a beggar, some of whom were quite aggressive, but they had the ability to box the area off so that you couldn't find a clear route through. At school kick out, we would run the gauntlet again.
The point being that Dover has had this problem for a long time, and, as usual, very little or less has been done to remedy it.
The only place I have been in the UK that is worse, was Hastings, which was inhabited by dozens of youngsters begging. I had a pleasant chat with one young lady who made no attempt to cover the track marks on her arm.
