    I too have thought about this.
    Why not 'encourage' householders to withhold final payment until they see the certificate of rightful disposal? Why not have Building Inspectors demand sight of these same certificates?

    With councils upholding the law on disposal of hazardous waste and making a charge for it, it is they who shall now have to don protective clothing and use special equipment to recover this waste. If it to be left in situ while the public are around it will have to covered over, at the very least.

    We either do away with all regulation or do away with the charge for correct disposal.
