  Sorry to state the obvious, but how do you expect something to be done unless you report it to the right officials in the first place? Putting it on the Forum - informative though it might be - is not a substitute for making an official report or complaint. If nothing is done, then you might have a right to moan. If councillors or council officials had to follow up every little thing that appears on the forum - some of which, I have to say, don't appear to bear a very close resemblance to the truth - they wouldn't have time for anything else. Why not talk to people in the area, see if you can narrow down the day and time that it's happening, and give the dog warden all the information you can. At least then he'll have a fighting chance of finding the culprit.
