Moan Time (Yet Again)
The issue with dog fouling is that the enforcement person "Dog Warden" is unable to cover the entire District.
With no apparent enforcement by police/pcso's it has been suggested by various people that Traffic Wardens who are now Enforcement Officers (or similar title) take on a wider enforcement role that would include enforcement of dog fouling. A good idea that I support as this is done in many towns.
However, in general, this would only cover the 8am to 6pm town area. Much dog fouling is early morning and late evening and occurs in residential areas not covered by "Traffic Wardens".
At DTC I have already suggested using a private enforcement organisation (mainly ex-servicemen) that is already used by Maidstone Borough Council. This firm work on a percentage of fines (I believe 70%) with the 30% going to the local Council.
Advantage is they are flexible with their working hours and there is, as far as I can ascertain, no financial commitment from the local Council (DTC or DDC).
It is possibly seen by some as using "Big Brother" tactics and is perhaps why some Councillors/Officers have not been keen to adopt a similar activity in Dover.
I wonder what views Forumites have of using such an organisation in Dover.
