Further to what Paul has posted, Dover has been seen as a flashpoint by government for anti-immigrant marches and there has been an unspoken agreement to keep immigrant population in Dover at a low. What was the 'Folkestone Road' problem is now being replicated all over the north of England as groups are 'dispersed'.
Top of my head I seem to remember that the % born abroad in Kent at last census was around 14% and Dover 4%?
