According to a Sunday newspaper every new pet dog will be microchipped under sweeping Government regulations to combat dangerous animals.
Each puppy born and dog sold will have an electronic chip implanted under the skin. Details will then be placed on a national database accessible by police and the RSPCA.
But the proposals last night prompted criticism from MPs and animal experts. They claim that the moves will unfairly penalise the law-abiding owners of Britain's eight million dogs and will do nothing to tackle the problems posed by dangerous breeds such as pitbulls and Japanese tosas.
The Dogs Trust estimates that around 800,000 puppies are born each year.
The ownership of dog licenses was abolished in the United Kingdom in 1988. It was mandatory to have one as a dog owner up until this time and cost only 371⁄2p. But it was phased out because it was widely ignored and regarded as ineffective.
I think this legislation is long overdue I am sick of irresponsible dog owners letting their pooches pooh at will .Also it astonishes me the number of owners whose slobbering dog built like a brick outhouse approach my daughter with the phrase " he likes or is good with kids..he never bites.." Well no cos if it ever did it would have been topped but more importantly although the dog may be good with kids some kids are scared and not good with dogs. Bring in this legislation and each dog ,stray ,those on ropes and used as drug users bodyguard can be swiped or put to sleep.

Excellant post Marek - hope it is made law and I'd go further and say that every dog, new or old, should have a licence; not so much to raise money but to register the dog and owner.
Every dog-owner I talk to about dog-poo left on the pavements, say it is disgusting and the owners should be heavily fined and that they always pick up.
I'd love to find a way to prosecute more irresponsible dog-owners.

yep have to agree, most dog owners are responsible,
but only lasat week i was walking home and someone was walking there dogs on the hills, one of the dogs was very big pounded towards me and althouh very friendly jumped up on me with wet paws
now i'm a great animal lover, but not over happy the owner didn't control his dog better, and as marek says, if it were a child frightened, or not used to dogs, that would have frightened that child.
it's about being a responsible owner
unfortunatly you cant legislate for that

In a way you can Keith, by fining them heavily for not being so.
That incident you described above could/would have frightened many small children.

I think if introduced the chips will encourage more members of the public to report poohing pooches as the police WILL be able to bring charges or confiscation orders should the dog accused not be chipped. So if they can't do 'em for *hitting they can do 'em for not chipping.
Also I get sick and tired of walking around supermarkets seeing parents buying the best pedigree chum for the mutt whilst hunting around for economy baked beans section for the kids. If we treated kids with the same love and attention lavished on cats and dogs maybe society would be in better shape?

More tick-box solutions that are anything but solutions to the problems they supposedly address.
Dog Wardens are becoming fewer and fewer, the police like-wise and they have not had the time nor the inclination to deal with any of this for a good while.
The only way forward is to bring back the license and get over the fact that people all around the country will have to be employed to kill healthy dogs.
Alas this will mean also that more dog-food cans will have to be relabelled 'meat-stew' for human consumption.
And then...cats?

Any dog unchipped will meet its Maker quicker than anticipated. Simple. Dog wardens,police and PCSO's will monitor dogs and owners when they come to their notice.

As Marek says, I hope these regulations will go through, an excellent idea, something needs to be done.
