  I very much doubt that Boris knew if the existence of this, let alone proof read it. So I am not sure how he has dropped himself in it. He does need to sort out his subordinates though.

  he picks his advisers barry, so has to take the can back if they are useless.
  
  the fact is that the loophole has always been exploited but know it is officially open season.

  Howard - I doubt that it is anything to do with anyone he would have 'picked'. At that level more to do with middle-ranking beaurocracy.
