    I think they should evidence why not rather than why, that is, if they say we can't afford it, show us why not if those other authorities can. What is so different about this bunch that means we cannot do what others have done and are doing. Answers from local reps would be appreciated. And no process driven rubbish either, no stuff about this paper or that meeting or this committee. Basically, why can't we do this, in words of one syllable?
