  Sue I agree that the whole funding model for local authorities is a mess and needs to be urgently reviewed/sorted out. For example capping district/county councils precept rises but allowing parish councils to stick whatever they like on the rates makes no sense; or taking all business rate receipts back to central government and then begrudgingly giving some of it back to local authorities, why not allow them to keep it all with some simple rules around uses.
  
  Similarly health & social care are in need of major reform not only in terms of funding, but also organisation & operating models.
  
  if we then add to that the more fundamental crisis of spiralling heating bills, stagnating incomes, inflation etc. we are facing a huge problem that will see skint local authorities in the front line of trying to help...
