We used to have the same problem in the NHS. Every end of financial year departments would waste their budget on stuff they didn't need because if they didn't then other departments would get their underspend next financial year.
I really can't fathom how millions get spent on these projects yet we can't even provide basic local bus service levels.
Too true. I well remember when I was with the Civil Service and all of our tables were replaced one year.
They were not collapsing. No typewriters had fallen to the floor etc.
Apparently if we didn't spend 'this years'' budget we'd get less next year when we might actually need something!
