This is such a sad statement and as Sue alluded to, the whole way money is allocated needs a complete overhaul.
We used to have the same problem in the NHS. Every end of financial year departments would waste their budget on stuff they didn't need because if they didn't then other departments would get their underspend next financial year.
I really can't fathom how millions get spent on these projects yet we can't even provide basic local bus service levels.
