    just a small comment on david's post, h.i.p.s. was a lousy idea but quite easily circumvented.

    the rules stated that the sale was a result of advertising, vendors and purchasers could quite eaily tell their solicitors that they had reached agreement after the buyer had heard that the house was for sale through word of mouth.
