  Thanks Roger. It's at the end of Saxon Street in the cul de sac. I've cleared the weeds away but it must be full of silt as even a small downpour made it fill up again. There is a tree growing next to it so it may be the roots blocking it but I don't know. I don't remember it ever being looked at by anybody official.
