Personally I'm very much against this - it's a step towards 'normalising' gambling.
My Grandfather was a bookmaker and made a fortune from (mostly) poor and stupid people who had no understanding whatsoever of chance or probability and still trusted in hope over experience. The lottery preys on the same people. It is immoral.

Most people who do bet as a hobby only lay out what they can afford to lose, sadly there are others who lose control and sometimes their family too. I have 50p bets on some football and cricket matches as they are my main interests but never on dogs or horses because I have no knowledge about them. Never bought a lottery ticket or scratch card in my life and am probably in a tiny minority.
