    Whatever the original reasoning was to erect the fence, it has come to nothing now that one window has been exposed and should be dismantled.
    The CCTV would be equally effective with it's line of sight shifted through 90 to 180 degrees.

    These two moves would stem all 'railing' and return the situation to 'ha-ha'.
