  Not only councils then, Bus and presumably rail operators are having to fork out. In my opinion the chewing gum manufacturers should be levied to pay towards the clean ups. I don't feel the same way about take aways, most provide bins for rubbish to be put in and the cost of sweeping up the detritus is on a much smaller scale.
