  Howard, how diligent you are to photograph litter and manage to keep the empty/overflowing litter-bins out of shot.
  Education and, dare I say it, a little of, "we, each and all are in this together"ness would also help.
  On the one side, as things stand, we have a push for increased powers and responsibilities for public employees and on the other we have a general attitude that throwing litter about the place is providing employment...for these same public-employees.
  
  It strikes me that the first thing that needs to be done is either;signage "Take your litter home" OR litter bins (emptied regularly).
